For entry-level positions in administrative or technical assistance streams (categories SITA & ITA), the benchmark begins with Level 2 or above in five subjects, including both English and Chinese, under the HKDSE or its international equivalent.​

Contractors like EDPS must accurately verify each candidate’s credentials before submission—including academic records, post-qualification experience, and any specified technical expertise.
