• Implementation and enhancement of systems related to the Public Health Laboratory Services Branch (PHLSB); and
• Maintain and support the existing Laboratory Information System (LIS) and other PHLSB IT systems.

Seconded to our clients of public sector to perform the followings:

• Collaborate with PHLSB end users for system implementation and enhancements. Participate in all SDLC activities, including requirement gathering, system analysis and design, development, testing, and rollout;
• Participate in the system and professional service procurement process, including tender preparation and proposal assessment;
• Organise and monitor vendors in system implementation;
• Support the workflow re-engineering process;
• Facilitate system implementation wherever necessary, including data conversion;
• Liaise and coordinate with external parties to design the external interface;
• Maintain documentation and procedures and ensure that they are aligned with standards;
• Provide administration, maintenance, development, and support to the LIS of PHLSB;
• Conduct IT training to end users; and 
• Any other tasks assigned by the Department.
• Normal working hours: Mon - Fri: 9:00 - 17:48

• Degree holder in Computer Science or related discipline;
• Minimum 4 years post-qualification IT experience with at least 1 year of experience in similar capacity;
• Solid experience in Adobe LiveCycle/AEM Reader Extensions server for offline dynamic form implementation and workflow automation;
• Solid experience in database technologies such as SQL, stored procedures, and performance tuning for MS SQL Server and Oracle;
• Solid experience in Macro and VBA for automating operations and analyzing data;
• Solid experience in requirement gathering, design and testing for large-scale application systems;
• Experience with department standards and procurement processes;
• Experience in client/server and web development;
• Experience in vendor management; and
• Self-motivated, work independently and under pressure.
