• Responsible for managing new project implementation and all changes and enhancements, including both system and infrastructure of the entire IT service of PHLSB and FPS; and
• Required to manage the support and maintenance services of PHLSB and FPS.

Seconded to our clients of public sector to perform the followings:

• Responsible for project management, budgeting, resource planning and liaising with related parties for contractual related issues;
• Monitor the performance of vendors in providing implementation and ongoing support services, including configuration management and quality assurance;
• Manage procurement process, including fund acquisition and tendering process;
• Review overall IT service as well as existing IT architecture, advise senior management of future strategy and direction and lead a major transformation of the IT environment;
• Collaborate with other departments to implement eHR-related projects;
• Ensure proper management and maintenance of existing IT infrastructure;
• Ensure IT documentation and procedures properly comply with regulations and guidelines;
• Liaise with DPO;
• Lead and motivate staff and apply skills and techniques; 
• Solve dynamic issues according to the laboratory workflow and operation; and 
• Any other tasks assigned by the Department of Health.
• Normal working hours:
  Mon - Fri: 9:00 - 17:48 
  Alt Sat: 9:00 - 13:00

• Degree holder in Computer Science or related discipline;
• Minimum 15 years post-qualification IT experience with at least 10 years of experience in similar capacity;
• Minimum 10 years experience in a medical IT environment, especially in Laboratory Information System (LIS);
• Familiar with HL7, LOINC and SNOMED;
• Familiar with procurement, budgeting, tendering and IT process;
• Proven experience in managing change requests (configuration management), ongoing support and maintenance service;
• Proven experience in managing projects with the ability to multi-task and manage multiple projects in a cross-functional environment;
• Detailed knowledge of application development management, infrastructure development management and vendor management;
• Strong teamwork and interpersonal skills at all management levels; 
• Good command in verbal and written communication skills; and
• Ability to coach, motivate and develop others.
