System and statistical data analysis, design / project management, buildup and maintain websites and database systems.

Seconded to our clients of public sector to perform the followings:

• Handle existing and develop new web base applications, e.g. inventory database system for air quality monitoring equipment, automated particulate filter paper weighing recording programs, electronic documentation system for maintenance and calibration reports, AQMSs operation system (Envidas), etc.;
• Based on the existing air quality monitoring logging system to develop mobile applications for instant report of air quality monitoring data and events alerts; 
• Based on the existing reporting tools of air quality monitoring system to develop various report forms for daily management review on air quality monitoring data and events alerts, e.g. control chart, quarterly Precision Check (PC) report, Dynamic Calibration (DC) report, Zero / Span (Z/S) adjustment report, etc.;  
• Develop interface program for data acquisition of air quality data from monitoring instrument through the RS232 and TCP/IP ports by the data communication protocol such as Modbus;
• Assist and advise management in IT-related tasks of department's projects and contracts, including project work scope, website design, development, deployment, maintenance and hosting, etc.;
• Support other IT-related tasks and projects, e.g. database administration, backup, data cleansing, internal server sharing platform, etc.;
• Support IT-related issues of the User Acceptance Test (UAT) for the new patch of Envidas Ultimate before launching to AQMSs or the new datalogging system;
• Standardization / design of the testing or checking sequences applied to the operation system of the AQMSs;
• Develop an effective method of real time monitoring of AQMSs by equivalent tools;
• Technical support on specific IT matters for internal operation systems, e.g. hardware upgrade for AQMSs related equipment, antivirus for adopted database systems, troubleshooting of data logger, etc.; 
• Handle IT related surveys, reports, and IT equipment procurement;
• Any assigned tasks with the IT system management and data collection / analysis, etc.;
• Buildup and maintain the website for public access to air pollutants data;
• Liaise with contractor to obtain all information about the webpage, including webpage source code, server, database configuration, and setup guideline for supporting specific computing language/statistical data graphs in the webpage, etc. 
• Review webpage source code, perform throughout checking and testing of functionalities.
• Buildup website/webpage own by department, and ensure website/webpage integration through performing system integration test, user acceptance testing, system load test and verification the application in production environment. 
• Set up appropriate hardware (i.e. server) and software (i.e. some specific computing language) for operating and maintaining the webpage.
• Develop extra system features to cater the web page application (i.e. JavaScript/Python/SQL/R language);
• Maintain the database system and develop user manual of the programs of the system, and provide training to user; and
• Perform analysis of health-related data e.g. hospital admission data obtained from Hospital Authority by programming.

• Degree holder in Computer Science or related discipline;
• Minimum 5 years post-qualification IT experience with at least 2 years of experience in similar capacity;
• Experience in web-based database program development, deployment, maintenance and hosting, and webpage development including the associated software;
• Solid experience and good in coding for HTML, CSS, JavaScript, SQL command and/or programming with iOS/Android for mobile applications;
• Knowledge of PHP, Java, Python, Node.js, Go Language, common statistic software, low-level communication interface program would be an advantage;
• Knowledge in Microsoft Office applications, in particular, Excel macro, Powerpoint, Microsoft Access, or user-friendly software for data processing and manipulation;
• Eager to learn, proactive, detailed mind, responsive and with a can-do altitude; and
• Good interpersonal and communication skills.
