Assist the Head of BIM Support Team (BST) in providing IT services including planning, procurement, project management, quality assurance and provision of deliverables and advisory service during the planning, initiation and implementation of new IT systems and ongoing support of existing IT systems in BST.

Seconded to our clients of public sector to perform the followings:

• To undertake internal project management for outsourced services and oversee internal projects, including the development of the Supervisory Control and Data Acquisition (SCADA) Replicator;
• To evaluate contractors performance in delivering BIM applications, engineering IT systems / services;
• To prepare / review funding application, compile / review tender documentation, and supervise tender evaluations for BIM applications and engineering IT systems / services;
• To offer advices and perform business process engineering to enhance the efficiency of BIM-related processes and the departmental BIM Common Data Collaboration Platform (CDCP) within department, utilising BIM applications and engineering IT solutions;
• To provide technical advices to business users and other IT teams regarding BIM, GIS, Hydrometric Information System(HIS), SCADA and CDCP functionalities;
• To liaise and work with business users, IT teams, contractors and stakeholders, including other bureau / departments for completing duties effectively;
• To coach and supervise Senior System Analysts, System Analysts and Analyst programmers in BST to ensure the completion of duties and the quality of their deliverables and outcome.

• Degree holder in Computer Science or related discipline;
• Minimum 12 years post-qualification IT experience with at least 5 years of experience in similar capacity;
• Post-qualification Information Technology experience with at least five (5) years in supervisory positions leading IT staff in sizable organisations with emphasis on IT project tender preparation and evaluation, project and contractor management, quality assurance, user requirement study, system analysis and design, system implementation, user training and system support;
• Proficient in writing IT project / system deliverables in English and able to understand and speak Cantonese and English;
• Proficient in managing IT development projects and managing / overseeing day-to-day operations of web-based systems. 
• At least four (4) years experience on IT service procurement, contract monitoring, user management, quality assurance and IT security audit, and management of multiple IT projects,
• Experiences on Building Information Modelling (BIM) and Geographic Information Systems (GIS) is essential.
