Application and System Development.
 

Seconded to our clients of public sector to perform the followings:

• Conduct the duties and act as the Internal Project Manager for computer projects assigned by the BD;
• Plan and control all phases of the computer projects including, but not limited to, feasibility study, privacy impact analysis, systems analysis and design, procurement and installation of computer systems, site preparation, programming, implementation, security risk assessment and audit, system nursing and maintenance;
• Monitor the performance of IT contractors to ensure that the computer projects are delivered within budget and time;
• Estimate the budget and monitor the resources and expenditures of the computer projects;
• Plan and conduct tendering or procurement activities including, but not limited to, the acquisition of necessary total system solutions, implementation services, hardware and software, services for security risk assessment and audit;
• Manage internal project teams and outsourcing contracts for the computer projects' whole Software Development Life Cycle (SDLC);
• Develop project management plans and quality control parameters and perform quality control and assurance of all project deliverables; and
• Perform Project Manager role for Electronic Forms Submission System (EFSS). EFSS was designed for handling the online submission of forms to department and processing of forms. The development of electronic form (e-form) used Adobe Life Cycle/AEM.
• Perform Project Manager role for department Website. 
• Plan, control and manage the development of system related to application or registration of purpose built and non-purpose built educational premises (EP) and child care centres (CCC).
• Supervise, monitor and appraise the performance of IT subordinates, i.e. Contract System Analyst, Contract Analyst / Programmers, etc. of T-Contract assigned to him.
• Assist in preparation of the Funding Applications for new IT projects based on the operational needs of the department and perform any new IT projects / ad hoc IT-related duties in the capacity of Project Manager or as assigned / instructed by BD.
  
  
  
  
  
   

• Degree holder in Computer Science or related discipline;
• Minimum 12 years post-qualification IT experience with at least 3 years of experience in similar capacity;
• Have solid working experiences in project management of departmental website of using cloud with application programming interface to provide the buying service of building record in Hong Kong;
• Participated in at least one IT project in handling of electronic submissions of documents;
• Participated in IT project that involves document management system design and implementation which is an advantage;
• Have solid working experiences in project management for open tender of the supply of computer goods;
• Have solid working experiences in project management for an electronic submission of building record and plan;
• Have solid working experiences in project management for IT system on various licencing regimes related to building industry;
• Have good verbal and written communication skills in both English and Chinese.
