System Development 

Seconded to our clients of public sector to perform the followings:

• Develop, implement and maintain Web Application and web programme, Database and Cloud Services for environmental enforcement work and vehicle/vessel monitoring system for the support of monitoring illegal chemical waste disposal, clinical/chemical electronic consignment and other environmental pollution issues;
• Support IT-related procurement, including preparation and technical assessment of tender documents, and managing of outsourcing works/services in conjunction with other B/Ds, external vendors and R&D centers;       
• Establish and evaluate new IT solutions and technologies, such as mobile application for enhancement of environmental enforcement work and clinical/chemical electronic consignment;
• Review system security compliance and conduct security audit to vendor's system and operation;
• Review vendors' supporting services, change procedure, incident escalation and services quality;
• Provide advisory on IT policy and development road map for enforcement system;
• Assist ITM on daily operation and technical support; and          
• Other Job-related Requirements: The hours and venues of work may be varied having regard to the operational needs of the department, including work outdoors or on board.
  
  
  
   

• Degree holder in Computer Science or related discipline.
• Minimum 4 years post-qualification IT experience with at least 2 years of experience in similar capacity
• Proficient in project management, system analysis and design as well as application programming
• Hands-on software technical, development and deployment experience of onsite, remote premises and cloud service.
• Programming language and technology should include but not limited to Python, Java, JavaScript, Web Technology and Mobile App
• Experience in GPS and application integration with mapping system (e.g. ArcGIS, Google Map, ....)
• Proficient in security and personal data privacy policy
• Possess experience in Web Application design, Software development and application maintenance processes including Incident, Change, Capacity, Software Quality, Deployment and Software Asset Management
• Good analytical mind and problem-solving skills. Strong analytical skills and ability to derive insights from large amounts of data.  Experience of use of Business Intelligence tools is preferred.
