"Wi-Fi Connected City Programme" - Provision of public Wi-Fi services in the public areas

Seconded to our clients of public sector to perform the followings:

• To assist the project manager to liaise with contractors/service providers to implement public Wi-Fi services at rural areas including village offices, public toilets and piers, under department-funded and public-private collaboration (PPC) arrangement.
• To assist the assessment of rural areas including village offices, public toilets and piers on the feasibility and the cost-effectiveness of providing public Wi-Fi services.
• To liaise and negotiate on public Wi-Fi implementation matters with venue owners including village representatives / residents.
• To liaise with contractors and various stakeholders to work out a feasible technical design on providing public Wi-Fi services in rural areas with limited communication infrastructure, power supplies and other access facilities. 
• To lead sub-team of contract analyst programmers to implement and deploy the public Wi-Fi services at various venues and public areas.
• To liaise with contractors to prepare the technical proposals for Wi-Fi installation in accordance to guidelines.
• To pay visits to various venues and liaise with venue manager to review and approve the technical proposals for Wi-Fi installation.
• To handle complaints and enquiries from the public regarding the department-funded and PPC Wi-Fi services.
• To assist in overseeing the on-going operation of the department-funded and PPC Wi-Fi services including the monitoring of the availability and performance of the services.
• To support contract administration of the department Wi-Fi services.
• To assist in preparing work assignment briefs for new funded Wi-Fi services acquisitions, and requirement specifications for acquisitions of software and hardware for daily operations.
• To provide technical and general support on coordination and communication with bureaux and departments, preparation of management briefs and reports including statistical reports and others.
• To assist in providing relevant information and input for the promotion of the Wi-Fi.HK brand.

• Degree holder in Information Technology / Computer Science or related discipline.
• Minimum 4 years post-qualification IT experience with at least 1 years of experience in similar capacity.
• At least 4 years' hands-on experience in implementation of Wireless Technology related project, including hands-on experience in various aspects of Wi-Fi services implementation, such as venue inspection and assessment for public Wi-Fi services provision, Wi-Fi network system design, technical proposal review and service acceptance, etc.
• Has exposure in Wi-Fi hardware, software and testing equipment.
• At least 4 years' experience in site preparation, including the experience of verifying / designing of trunking & cabling system, power points and liaising with the users on the coverage requirements, etc.
• Hands-on experience on site preparation in venues, rural areas including village offices, public toilets and piers, etc. is desirable.
• Has knowledge of communication infrastructure in rural areas, wired and wireless, underground and overhead.
• Has knowledge of access / lead-in to structures such as village houses, public toilets and piers.
• Knowledge of deploying solar power supply is desirable.
• Work experience in the department is desirable.
• Highly desirable to be familiar with the department procedures and code of practices for setting up public Wi-Fi and for provision of access facilities in buildings for the supply of telecommunications and broadcasting services in public streets and lands/premises.
• Has knowledge of and experience in preparation of technical proposals, guidelines, papers and reports of Wi-Fi services, and provide secretariat support to project/systems manager.
• At least 4 years' experience in Internet/Intranet technologies.
• Good writing, communication and organisational skills.
