To oversee the design, implementation and enhancement of the departments IT infrastructure

Seconded to our clients of public sector to perform the followings:

• To make recommendation on the overall architectural design, development and deployment of the departments IT infrastructure;
• To review deliverables provided by the outsourced contractors and ICT junior teammates, and conduct acceptance tests for delivered system;
• To monitor and steer vendors in designing and implementing network and security infrastructure and related systems;
• To conduct overall design, development and implementation of infrastructure systems based on business needs;
• To collaborate with ICT teams in defining the technology strategy, solutions and architecture;
• To make recommendation and coordinate with appropriate parties on any system integration and interfacing, system failover and recovery and system rollout;
• To work closely with end-users to identify risks and opportunities, and serve as a bridge between end-users and technical staff for IT service delivery;
• To undertake critical analysis of business problems during the system analysis and design (SA&D) stage and ensure user requirements are properly addressed;
• To identify, evaluate and recommend multiple design and implementation options after thorough consideration of user requirements at various levels; 
• To provide on-call technical support duties and perform overtime work, including work outside of normal office hours, on Saturdays, Sundays, and public holidays, as and when necessary and upon the request of the Representative.
  
  
   

• Degree holder in Computer Science or related discipline;
• At least 6 year experience in IT industry and at least 5 years of relevant experience
• Proven experience in the end-to-end design and delivery of enterprise infrastructure solutions, including network, server, storage and security components (e.g. data centre setup / migration, major infrastructure upgrades, high availability and disaster recovery solutions);
• Demonstrated experience in leading or supervising technical teams or workstreams, and in managing vendors / contractors for infrastructure projects, including planning, implementation, testing and cutover;
• Strong experience in conducting feasibility studies, technical option evaluations and impact assessments, and in making recommendations to senior management on infrastructure strategies and solution choices;
• Solid experience in applying and enforcing IT security policies, standards and guidelines (preferably those adopted in the comparable large organisations), including risk assessment, access control, network security and configuration management;
• Strong analytical and problem-solving skills, with the ability to handle complex technical and architectural issues and to provide clear, well-justified recommendations; and
• Good written Chinese and English, and fluent spoken Chinese and English, with the ability to communicate effectively with both technical staff and non-technical stakeholders.
